Unless the GCX is modified to have Stereo Loops, all the loops will be Mono. For your setup you will likely just use two Loops for each Stereo Device you want to switch. I’d suggest using the Courtesy Outlet on the back of the Pedal Power 2+ for the Avalanche Run using its supplied power adapter. This will leave outputs 5 and 6 to power the Tensor and Blue Sky.

The Courtesy Outlet is rated for up to 200 Watts... the 18V Adapter you want to use is probably rated at less that 15Watts, so no problem at all!

I suppose your first step then is to look to the HX Stomp manual for "Block Bypass via MIDI" under the MIDI Section. This tells you how to get into the HX Stomp to either assign a Control Change message to a particular Block Bypass or to at least see which Control Change message might already be ass...
