Since the issue seems to be with the Obey 40 not handling multiple messages sent to it, try setting the MIDI Out/Thru on the Echo Pro as an Out rather than a Thru. Attempting to share effects between two amplifier effects loops can be done but can also be quite problematic. There is huge potential for ground loops as well as other grounding issues. I believe you would need a custom cable that combines two outputs to yield the 18v and has a 1/8" mini plug on the pedal end. If you could tell us what connector is on your pedal, that would help a lot.

The Vocalist Live 2 cannot be powered from any of the front panel jacks on a Pedal Power 2+. It can, however, be powered using the supplied adapter connected to the Courtesy Outlet on the back of the Pedal Power 2+. The Pedal Power AC can power up to 4 GCX switchers. You will want to put GCX #1 on one of the high current outputs if it is going to be providing phantom power to a controller.

These should all work fine with a Pedal Power 2+. The Micro-Synth will require an 18/24v Y cable (PPEH24), but the included cables should work for all the other pedals.

The Vocalist Live 2 requires AC power. You will have to use the Courtesy Outlet on the back of the Pedal Power 2+. Alternatively, either of the high current outputs of the Pedal Power AC will power the Vocalist Live 2.

That all depends on your AD80... some seem to use a barrel connector and some use the 1/8" mini plug, there are also 9v and 18v versions of this pedal. The Pedal Power 2+ can power any of these variations.

Is GCX #1 phantom powering the Ground Control Pro? Have you enabled both GCXs within Setup Mode on the Ground Control Pro? This is covered in the Expanders section of the Ground Control Pro manual under Setup Mode.
