Ok I was able to solve my own problem. The issue did turn out to be the cable. I used a cable tester determined that the 3 and 5 pins of the midi cable I bought were swapped (3 was routed to 5 and 5 to 3.) So I was able to open up one of the cable's connectors and unsolder those 2 pins and resolder...
