Voltage conversion as such is not doable with 100% efficiency, thus...
If you power the X4 from the two 12V 400mA outputs combined (with a Current Doubler Adapter, part# PPAP), the 9V outputs of the X4 will have a maximum total output capacity of 800mA.

Each of the pedals (including the Whammy but only if it's the Whammy 5, which uses DC power) could be powered from the Pedal Power 2 Plus DC outputs (also, Current Doubler Adapters, part# PPAP would be needed) BUT all pedals can NOT be powered simultaneously.
To power them all simultaneously you would need a supply with more high current capacity, such as any one of these: Pedal Power 4 x 4, Pedal Power Mondo, Pedal Power 3, Pedal Power 3 Plus. Also, with one of these supplies, additional current doubler adapters would not be necessary.

It's perfectly fine to power your Pedal Power 3 Plus from the AC courtesy outlet of your Pedal Power 2 Plus.
The pedals can be setup as follows:
To power the EHX Stereo Memory Man w/Hazarai use any 9VDC output on the Pedal Power 3 Plus or use output 5 or 6 (DIP switch in the 9V/normal setting) on the Pedal Power 2 Plus and with one of the all black (standard polarity) cables.
To power the ProCo Rat use any 9VDC output with a 3.5mm Mini Plug cable, part# PPMIN, PPMIN-R.
And, for each of the remaining 9V pedals, simply use any 9VDC output on either supply with one of the all black (standard polarity) cables.
The pedals can be setup as follows:

Are you completely certain the actual current draw of each of these other six pedals is greater than 200mA?

Powering the DL4 as such will not damage anything but normally when the DL4 is powered with DC power (instead of 9VAC), 12VDC is required. That said... if it seems to be working without issue, it should be fine to continue to do so.

Indeed, the Pedal Power 3 selectable outputs, in the 12V setting are 500mA capacity. But, since each of the other 9V outputs are 500mA capacity... why not simply use one of them to powering the UAD Golden Reverberator?

Perhaps it actually wants a bit more than the 95mA specified.
If you've got Pedal Power 2 Plus (and not the older Pedal Power 2), maybe try it in output 5 or 6, DIP switch in the 9V (normal) setting... any better?

If you are also powering it during charging (since 320mA is required), use a Current Doubler Adapter, part# PPAP in outputs 4 and 5 (or 6 and 7), DIP switches set normal (9VDC) with one of the all black (standard polarity) cables.
