Yes you can!
You would only need a standard 1/4' instrument cable or speaker cable connected between the Out/N.O. jack on and unused GCX Loop and the Channel Footswitch jack on your DSL2000.
If you also want to control Reverb you will need a second cable and a second unused GCX Loop with the Out/N.O. Jack connected the the Reverb Footswitch jack on the amp.

What is the pedalboard power supply you are using? Does it have a 9VAC or high current 12VDC Output? Based on the described behavior I'd bet you are probably powering from 9VDC.
The GCX ideally should be powered from a 9V AC power supply, particularly if you will be using it to provide Phantom Power over the MIDI cable. If you are powering it from a DC source instead it must be 12V or the relays will not always activate.

What you are seeing is actually normal, counter intuitive as that seems per the top panel layout.
The presets start with preset “0” in 10 Presets per Bank. When switching Bank modes preset 00 in 10 Presets per Bank mode becomes preset 01 in 4 Presets per Bank mode as it is the first preset location.
If you’re going to stay with 4 Presets per Bank mode now you can go into each preset starting with preset 02 and use the ‘Move To’ setting to decrement each preset to its new location.

A possible solution you could have right away is adding something like the MIDI Solutions Event Processor to Map the Data 0 or 127 to be whatever value you like.

A possible solution is to use something like the MIDI Solutions Event Processor to create a MIDI Map of an event to re-define it to suit your needs.
For instance, you could program the Map so when it sees Control Change 27 Data Value 0, it would translate that to be Control Change 27 with a Data Value of 3.
Probably a much faster route than holding out for a update to nearly 20 year old MIDI gear

That should be a 150 ohm, and a 2.2uF... do you have a GCX you are repairing?

Not sure where you have the adhesive bits but probably helpful if you need to use something different is knowing the main chassis parts are painted with a polyester based powder coat and the overlay is made of lexan.
That said, goo gone has always seemed to work well so maybe look at what you used for a clean up rag. Look for terry cloth or something similar. The standing loops should help lift off the loosened adhesive rather than just push it around.

Glad it seems to be working now... well mostly working at least.
Looking at the DD-500 manual I don't see the default CC for Effect On/Off listed. Under MIDI in the Parameter List section it does look like this is programmable within the DD-500. What do you have the MIDI Receive Channel set as and what Control Change is assigned to Effect On/Off?

An Insert Cable shouldn't be too hard to find from a dealer you like. This is a somewhat normal cable used with mixing boards. This cable is also sometimes called a Stereo Breakout Cable.
This cable looks like a Y-Cable but it has a single TRS end that splits out to two TS ends.
